On May 4, 2026, the II International Conference entitled “Azerbaijan’s Pharmaceutical
Industry: Yesterday, Today and Tomorrow” was held at the Heydar Aliyev Center, organized
by the Public Union “Azerbaijan Pharmaceutical Manufacturers Association” with the
support of the Ministry of Health of the Republic of Azerbaijan, the Ministry of Economy of
the Republic of Azerbaijan, and the Embassy of Hungary in the Republic of Azerbaijan.
The conference brought together representatives of government institutions, international
experts, and domestic pharmaceutical manufacturers to discuss the current state of
Azerbaijan’s pharmaceutical sector, its future development prospects, strategies for
strengthening local manufacturing capacities, and opportunities for implementing
advanced international practices.
Opening remarks were delivered by Minister of Health of the Republic of Azerbaijan Teymur
Musayev, Deputy Minister of Economy Samad Bashirli, Chairman of the Health Committee
of the National Assembly of the Republic of Azerbaijan Ahliman Amiraslanov, Ambassador
Extraordinary and Plenipotentiary of Hungary to Azerbaijan H.E. Mr. Tamás József Torma, and
Chairman of the Board of the Small and Medium Business Development Agency (KOBIA)
Orkhan Mammadov.
One of the conference’s key focus areas was the study of successful international
experiences in pharmaceutical manufacturing and localization processes. Representatives
from the Turkish Medicines and Medical Devices Agency, the Pharmaceutical Industry
Development Agency under the Ministry of Health of the Republic of Uzbekistan, the
Investment Projects Department of the Ministry of Health of the Republic of Kazakhstan, and
the Health Services Management Training Center of Semmelweis University of Hungary
shared their expertise and provided recommendations aimed at mitigating risks and
facilitating more effective development pathways for Azerbaijan’s pharmaceutical industry.
Within the framework of the event, particular emphasis was placed on the strategic objective
of domestic manufacturers to ensure the sustainable development of the pharmaceutical
market and strengthen public access to high-quality and safe medicinal products. In this
regard, expanding the role of domestic manufacturing facilities, increasing production
capacity, and establishing sustainable and efficient production models were identified as
priority areas to enhance the resilience of pharmaceutical supply systems.
In addition, the role of digitalization and artificial intelligence in shaping the future of the
pharmaceutical industry received particular attention during a panel discussion moderated
by Balázs Hendrich, Head of the Budapest Office of the Organization of Turkic States (OTS).
Contributions were delivered by Rasmus Gjesing, WHO Europe Regional Advisor for
Pharmaceuticals and Technology, Advisor to the Minister of Health of Azerbaijan Rufat
HajiAliyev, as well as representatives of Richter Gedeon Plc and Egis. Participants
emphasized that the integration of advanced technologies contributes significantly to
improving production efficiency, strengthening quality control mechanisms, and
establishing a more competitive industrial model.
Subsequently, representatives of Scandens, Gen Caucasus, and R-Pharm pharmaceutical
manufacturing facilities presented their operational priorities, innovative manufacturing
approaches, and development models.
During her presentation, Aygun Musayeva, representative of Scandens, stated that the
company plans to introduce a fully integrated production cycle to the market by the end of
the current year, with more than 30 products envisaged within its production portfolio. She
further highlighted the company’s progress in digital transformation, noting the
implementation of eight SAP modules and the completion of a product tracking and
traceability system.
Konstantin Sdobnov, representative of R-Pharm, addressed the significance of offset
mechanisms within the pharmaceutical industry, emphasizing their important role in
promoting domestic production and supporting the sustainable development of the sector.
Farid Aliyev, Director of Gen Pharma Caucasus LLC, announced that within the framework
of the current project, a state-of-the-art pharmaceutical manufacturing facility located in
the Pirallahi Industrial Park is expected to commence operations in the near future. He
further noted that the facility will operate in compliance with EU GMP and US FDA GMP
standards and is designed to ensure annual production capacity of approximately 60 million
packages of various pharmaceutical forms, including tablets, capsules, ampoules, and
vials.
The development models presented during the conference were ultimately assessed as
marking the beginning of a new phase in the advancement of Azerbaijan’s pharmaceutical
industry
BAKU, Azerbaijan, November 22. President of the Republic of Azerbaijan Ilham Aliyev attended the opening of a pharmaceutical production facility owned by Scandens Pharmaceutical Industries Ltd in the Hokmali settlement of the Absheron district, Trend reports.
Minister of Economy Mikayil Jabbarov and Director General Kamran Hasanov briefed the head of state on the facility.
Designed in accordance with international standards, the facility is equipped with advanced technologies and equipment from Germany, Switzerland, and Italy. The enterprise will annually produce approximately 800 million tablets and capsules across various therapeutic areas, including antibiotics, diabetology, hepatology, cardiology, andrology, allergology, and gastroenterology. The products will supply the domestic market and are planned for export in the future. A total of 120 jobs have been created at the facility.
The 74-million-manat project was implemented through private investment. With the investment promotion document issued by the Ministry of Economy, the company received 6.5 million manats in concessions for imported equipment.
The launch of the facility marks a new stage in the development of Azerbaijan’s pharmaceutical industry. All stages of medicine production — from raw materials to finished products — will be carried out locally. The new enterprise will contribute to strengthening the pharmaceutical sector, supporting local production, and increasing Azerbaijan’s export potential by manufacturing competitive products that meet domestic and international standards.
The facility will also serve as a training base for professional personnel in the pharmaceutical field. Under the quadrilateral Memorandum signed between Scandens Pharmaceutical Industries Ltd, Azerbaijan Medical University, Hungary’s University of Pécs, and the Pannon Pharma company, short- and long-term training and internship programs for pharmaceutical and non-pharmaceutical specialties will be implemented.
President Ilham Aliyev launched the facility.
A total of 710 solar panels with a combined capacity of 450 kW/h have been installed on the roof of the facility, enabling it to meet approximately 40 percent of its energy consumption through renewable sources.
On September 11, with the support of the Embassy of the Republic of Belarus in Azerbaijan and under the direct leadership of Ambassador Dmitry Pinevich, a delegation from the pharmaceutical sector of the Republic of Belarus visited Scandens Pharmaceutical Industry A high-technology pharmaceutical industry site in Azerbaijan that carries out the full cycle of solid dosage form production through research and development (R&D) — and held a meeting with the company’s executive team.
The delegation included executives and representatives from Borimed (Borisov Medical Preparations Plant), Exzon, Minskintercaps, and Belmedpreparaty, all operating under the Belpharmprom holding, representing the Belarusian pharmaceutical sector.
During the visit, the parties discussed opportunities for cooperation in the pharmaceutical field, particularly regarding the localization of drug production and future development prospects.
As a result of the meeting, the companies agreed to further expand their mutual cooperation, implement joint projects, and pursue long-term initiatives aimed at supporting the development of the Azerbaijani pharmaceutical market and ensuring the supply of high-quality products.
